Osavul served as the technology partner for the NATO Strategic Communications Centre of Excellence (StratCom COE) in preparing a research report on information warfare against the Alliance. The work focuses on the use of generative AI in Russian propaganda and the mechanisms by which it influences audiences in NATO member states.
Russia's information operations against NATO have transformed substantially since 2022. Where propaganda campaigns previously relied primarily on manually produced narratives disseminated through state media and botnets, by 2024–2025 AI-generated content had moved to center stage in influence operations. Generative models allow scalable, linguistically adapted content to be produced at minimal cost, radically lowering the barrier to entry for large-scale campaigns.
The Osavul platform provided real-time information-environment monitoring: analysts tracked narrative trends in Russian- and Ukrainian-language social media segments, German- and French-language media spaces, and regionally specific Eastern European information ecosystems.
The report's key findings point to several alarming trends. First, AI-generated content is increasingly difficult to distinguish from authentic material without specialized detectors. Second, the strategy of simultaneously promoting contradictory versions of an event proved more effective than monolithic propaganda at creating cognitive uncertainty. Third, regional narrative adaptation that exploits local fears significantly increases penetration.
NATO StratCom COE is using the report's findings to develop guidance for member states on building Information Resilience. The Osavul platform is considered one of the early-warning tools within the Alliance's collective information-defense framework.
Collaboration with NATO StratCom COE confirms Osavul's positioning as a solution suitable for national and supra-national security purposes. Osavul continues to develop AI-synthetic-content detection and cross-border narrative analysis as priority areas.
The full NATO StratCom COE report is available for download on the organization's official website. The Osavul platform is available for pilot use by government and military bodies of NATO member states upon request.
